Since this particular well is HORIZONTAL   it does not need to wait for a DEC permit until the SGEIS has been finalized and the new NYS regulations on HVHF go into effect.  

Did you mean vertical there?

  (1) It&#039;s the Oneonta Daily Star -- or the Cooperstown Freeman&#039;s Journal -- (not Cooperstown Daily Star).
  (2) The well in Owego referred to in the final paragraph is actually (reportedly) *vertical,* not horizontal.  The horizontal hydrofracking is what&#039;s on hold in NYS so far.  Horizontal is the kind that uses massive more amounts of water, involves underground blasting, and produces massive more toxic flowback and waste than vertical.  Companies that drill vertical wells in NYS now are probably doing so to use them as place-holders and because some show of activity is required to keep the lease in effect beyond original expiration date until horizontal permitting begins (if nobody comes to their senses in time).  Horizontal is what Cheney &amp; Co. managed to get drowsy Congress to exempt in 2005 from the environmental protective acts that are in place for all other industries.  Horizontal is what Cheney&#039;s company Halliburton developed the technology to accomplish, but not without known and predictable risks and foreseeable as well as unforeseeable dire consequences in all aspects, including physically, environmentally, economically, socially, you-name-it..]]></description>
