Yesterday, the Assembly Environmental Conservation Committee reported A5318A out of Committee, and it was brought up on the Assembly floor and passed unanimously. It has been delivered to the Senate Environmental Conservation Committee.
This has some environmentalists cheering, and some rallying calls to the Senate to try to block passage of the bill. The central controversy seems to hinge on how it is interpreted the bill would (or would not) affect the exercise of riparian rights as developed in Common Law. Anti-fracking activists are on both sides of the controversy regarding this bill, but in agreement that protection of our waters from large-scale consumptive uses is necessary in some form.
