A reliable source has been in telephone communication with and Assembly member, and reported that the Home Rule Bill, A3245 , has passed the Assembly. They also report that Sheldon Silver, the Speaker of the Assembly, has indicated that the Assembly may add session days later this week. If the Senate also added session days, it is still possible that the Senate Home Rule Bill, S3472 , could get to the Senate floor. That bill has two Republican co-sponsors; the Majority in the Senate is only two votes more than the Minority, so, if the bill were to be brought to a floor vote, and all Democrats voted for it, as well as the two Republican co-sponsors, it could pass.
There is no indication what Governor Cuomo thinks of the bill.
